From abundance to scarcity, the paradoxes of water in Morocco

In contemporary history, each era has seen a resource established as a pillar of power. Coal and steel in the 19th century, oil and gas in the 20th, digital data in the 21st. These strategic resources condition the independence of nations, structure alliances and even have the power to trigger conflicts.

Today, an ancestral resource, which we took for granted, finds an unexpected centrality. It's water. Described as blue goldby some, it is a factor of health and well-being as much as a variable of security, social stability and power. The planet is not lacking in volume, but it is good quality fresh water easily accessible to populations that is lacking. Already, a fifth of the world's population does not have access to drinking water, while demand everywhere is exploding with urban and agricultural growth. Droughts are intensifying, pollution is worsening, and demographic projections predict an explosion in the number of city dwellers before the world population begins a decline. Not all countries face the same challenge. Some, like Brazil, inherit a deceptive abundance. Others, like Morocco, are faced with structural scarcity which forces it to consider water as an issue of survival and sovereignty. In the new hit parade of strategic resources, the Kingdom finds itself at a crossroads. It must manage water scarcity and make it a lever of stability and influence, or be condemned to suffer it as a systemic vulnerability. Water capital in decline.In less than a century, Morocco has gone from a situation of water affluence to worrying scarcity. In the 1960s, each Moroccan could have an average of 2,500 m³ of fresh water per year. Today, this figure has collapsed to around 650 m³/inhabitant/year — this is well below the international scarcity threshold set at 1000 m³. This trend is structural and is aggravated by a climate that has become unpredictable – frequent droughts, irregular rains and shifts in seasons. Morocco's water resources are limited and very unevenly distributed. The country's average annual potential is estimated at 22 billion m³, including 18 billion of surface water and 4 billion of groundwater. But these figures mask a strong territorial disparity. More than 50% of resources are concentrated in the North and Center, leaving the South and East in permanent vulnerability. Agriculture largely dominates national consumption. Total annual consumption reaches approximately 16.3 billion m³, of which more than 80% is in fact intended for agricultural irrigation. This model is based on more than 2 million irrigated hectares, a growing part of which is oriented towards export. In other words, Morocco exports its water through its agricultural products. The country has 130 water tables (32 deep and 98 superficial) covering nearly 80,000 km². But this underground heritage is largely overexploited. Aquifers provide more than 90% of the rural drinking water supply and irrigate nearly 40% of agricultural areas. However, their piezometric level has been falling continuously for several years and some are no longer able to recover, even in years of heavy rain. Pressure, threats and paradoxes.In Morocco, water is a resource that is both rare and fragile. It irrigates the land, supplies cities and industries. But its current management method reveals profound contradictions which, far from bringing the country closer to water security, on the contrary aggravate its systemic vulnerability. Faced with the scarcity of surface water, withdrawals from groundwater are increasing. This emergency solution exhausts capital that has been built up over centuries. Several basins (Tensift, Souss-Massa, Oum Er-Rbia) are experiencing an alarming piezometric decline. In certain cases, even a succession of particularly rainy years would no longer be enough to replenish the reserves. Exhaustion becomes irreversible. To this quantitative scarcity is added a qualitative scarcity. Groundwater and rivers are contaminated by nitrates from fertilizers and livestock waste. In certain agricultural regions — Chaouia, Doukkala, Massa, Bou Areg — concentrations exceed 100 mg/l, which is well beyond the health standard of 50 mg/l. Added to this agricultural pollution are domestic and industrial discharges, which are insufficiently treated. The water resource becomes unfit for consumption and costly to clean up. The current climate in Morocco further accentuates the pressure. Periods of drought are more frequent and longer, rains increasingly rare and irregular. Forecasts predict a 10 to 20% reduction in renewable resources by 2050, even as demand continues to grow due to urbanization. To conclude, the paradox is institutional. Morocco has advanced laws (10-95, 36-15), basin agencies and specialized advice. But these systems suffer from chronic underfunding, lack of coordination and a lack of reliable data. As a result, the water strategy remains atomized, reactive and more focused on supply than demand. Building water sovereignty.Faced with the scale of the problem, Morocco is not inactive. Major projects are being launched, but their effectiveness will depend on the ability to quickly change the paradigm. It must move from a logic of capture to a logic of integrated and sustainable management. For this, the Kingdom relies heavily on technology. It has launched an ambitious seawater desalination program, with stations already operational in Agadir or Laâyoune and a megaproject planned in Casablanca. At the same time, the reuse of wastewater (ReUt / ReUse) for irrigation and green spaces is developing, as is the modernization of irrigation systems - thanks in particular to drip irrigation. These innovations reduce dependence on rain but remain costly and energy-intensive, which raises the question of their long-term sustainability. We must now reform the country's agricultural practices. With more than 80% of water consumed each year, agriculture is the heart of the problem... and also that of the solution. Experts recommend capping withdrawals, limiting crops that are too demanding - citrus fruits, watermelons, avocados - and promoting sectors that use less water and are better adapted to the semi-arid climate. We must also review the logic of exporting agricultural products – which is equivalent to exporting a rare resource. But water security is above all a question of governance. Recent reports from IRES and IMIS converge, it is necessary to set up a unified national water data system, enforce existing laws, strengthen basin agencies, and establish progressive pricing which will encourage sobriety. In other words, we must move from a model centered on supply – dams, drilling – to integrated management of demand. Finally, Morocco must adopt the Nexus approach. Water scarcity cannot be treated in isolation. It is inseparable from energy – the need for electricity for desalination –, from agriculture – irrigation and food security –, and from ecosystems – wetlands, forests, coastlines. The Nexus approach involves thinking about water in its systemic interactions. For Morocco, this approach is the only path towards true water sovereignty, which will condition its social stability and its geopolitical influence. From shortage to geohydric influence. Faced with a structural drought, accentuated by climate variability, agricultural harvesting and rapid urbanization, the Kingdom is at a decisive turning point. All recent reports confirm it, we must reconfigure the model, no longer around supply but around sustainable management of demand. But this scenario can – and must – also become an opportunity for water soft power. Morocco, like its success in the field of renewable energies, could ultimately make its experience a vector of regional influence - an exportable model and a hub of solutions and expertise. Not by exporting water, but by offering standards, technologies and resilience engineering. This will involve building a strong geohydric narrative, based on innovation and cooperation. In a world under permanent water stress, the most influential nations will not only be the most resilient, but also those that have succeeded in converting the threat into a strategic asset.
